Abstract

Sunda Kelapa Port is a historic area within Jakarta's Old Town that has undergone physical, functional, and sociocultural transformations due to urban development. This study aims to identify changes in the historic urban landscape and formulate development strategies based on the Historic Urban Landscape (HUL) approach. A descriptive qualitative method was employed using the HUL Quick Scan approach, with data collected through field surveys, stakeholder interviews, and literature reviews. The analysis examined the historical development layers, physical and nonphysical characteristics, and challenges and opportunities for future development. The findings identify six key aspects of transformation: infrastructure, green open spaces, blue spaces, sociocultural values, economic processes, and the built environment. Major changes include land-use conversion into logistics and warehousing areas, declining environmental quality and connectivity of the Kali Besar waterway due to sedimentation and pollution, deterioration of historic buildings, and the gradual erosion of traditional maritime activities. Based on the HUL analysis, four development strategies are proposed: preserving historical identity and character, improving land–water accessibility and connectivity, strengthening local community participation, and revitalizing green open spaces and waterfront areas. These findings emphasize the importance of integrating tangible and intangible heritage conservation into the sustainable development of Sunda Kelapa Port as a historic tourism destination.
